The summit was inspired and organized by African American Republican Leaders including Joe Rogers (Lt. Governor - CO), J.C. Watts, Jr. (REP - OK), Michael Steele (GOP Party Chair - MD), Ken Blackwell (Sec. of State - OH) and a host of other African American officials, business and community leaders.   This strategizing and training summit proved to be the catalyst for CAARL.<br /><br />In 2003, Karen Buie made history becoming the first African American Republican female to serve as county clerk in the United States. Prior to serving as Muskegon County Clerk, Buie served as Vice Mayor of the City of Muskegon.]]></description>
